"The Tennessean" reports leadership at the Department of Human Services is being blamed for not keeping tabs on Tennessee's food program over the past year. The department is responsible for handing out federal money to nonprofits that make sure meals and snacks are given to the kids. The recipients could be at day-care centers and after-school programs.
